In BF2 you can shoot down jets with shoulder mounted wpns so i dont see why it should be so dramatically different in BF3. The problem is the jets have too many flares if not unlimited I dunno I never fly them I leave them the people who know how and they reload too fast.
I spent the better part of last night just shooting at jets with shoulder missiles, and I barely hit any since they could just drop flares for every missile I shot. Keep in mind this is shooting at jets that are also dropping flares for other air-air missiles being shot at them at the same time.
I even intentionally 'juked' a lot where I would get the lock make him drop flares then not fire but he could still flare again before I got a 're-lock'. So the time to lock-on either needs to be a bit shorter, or the planes need fewer flares. The only real effective way I see doing it is having two or more shooters timing their shots so the first misses but the second goes out before the flare which is a pretty small window.
BF2 didnt have this issue mainly because they had anti air missile emplacements that had multiple missiles. So It was a lot harder to dodge a spread that didnt have to be reloaded super slow. In BF2 the challenge was to get the missile off before the plane turned on you and dropped a bomb or strafed you before you got a lock. In BF3 they can pretty much ignore the man portables.

ECM Jammer is only good on choppers since its much more reliable at stopping in-flight missiles than it is on jets and its much easier to stay below radar.
